It's telling you that the element order does not conform to the schema.
You would have to be on an old release, as I believe that constraint was
relaxed years ago, but regardless just fix the file and put it in the
order it requires.

I would guess that one is on a different version then. A correct older
file will always work, but taking advantage of new features like a relaxed
schema will not.
