Did you follow the documentation:
https://wiki.shibboleth.net/confluence/display/SHIB2/IdPApacheTomcatPrepare
esp. regarding the endorsement of jars?

Current is 2.3.8. Why start out with anything other than the current
stable version? (Has nothing to do with your problem, though.)
