examples of "high throughput" IdP instances

Well, we wrote our own Salt scripts and I don't think any decisions have been made about what to do with them, mostly because a) I think there's progress to be made towards productionalizing them and b) embedded Jetty in IdP 3.0 completely changes the deployment paradigm for most.

I was referring in this case to the Chef scripts written by Elliot Kendall, which are already linked to and available:
