None of that should be needed.

The problem is that it's using BC as the JCE provider and not the JDK, and
there's no reason that should be the case.

Are you using unlimited strength policy files in the JDK or not?

Regardless, please file a bug so the issue can be reproduced if possible,
or Brent can find an explanation as to the error with BC as the provider.
