Shibboleth SP; Base64-encoding attributes

Hello
I'm using Shibboleth's SP and as a IDP I use Windows ADFS. AS a webserver I user Apache.  Now here's the thing. The SAML2 response I get from my IDP contains an attribute "USER_ID". This attribute is added to a custom header by the Apache.

My question is. Is it possible to use Shibboleth SP to base64-encode this attribute?
