apxs:Error: Invalid query string `CPPFLAGS'

Any help!

No matter what I do to compile I'm getting this error over and over again.
I'll really appreciated any help

OS:
RH-5.8 - x86_64
gcc -V 3.4.6

I set my env:
export ORACLE_HOME=/u01/app/fusion/webtier/
export
LD_LIBARARY_PATH=$ORACLE_HOME/lib:$ORACLE_HOME/ohs/lib:$LD_LIBRARY_PATH

I run:
rpmbuild --rebuild shibboleth-2.5.2-1.1.el5.src.rpm --without builtinapache
--without adfs --without odbc -D "shib_options --enable-apache-22
--with-apxs22=$ORACLE_HOME/ohs/bin/apxs"

I'm getting this error:
