I don't understand why you insist on having 2 (or even more) different login pages depending on the client's screen resolution.

It should be quite easy to implement different layouts via CSS - just have look at http://svn.shibboleth.net/view/java-shib-idp2/branches/REL_2/src/main/webapp/login.css?revision=3158&view=markup
