Question about changed special characters received in Shibboleth via IIS 7.5

Not sure if it helps, but...I have an IIS 7 / ADFS (as Idp) / Shibboleth (as SP) test system - All components running on 2008 R2.  I just added a user with the sn set to Laméris and did an end to end test and the data was delivered to my application unscathed.

Dear reader,
 
Could you please help me with a Shibboleth problem I have.
 
The environment used for the SP is a IIS 7.5 in combination with Windows 2008 R2. Attached are the Shibboleth2.xml and the Attribute-map.xml.  According to the IdP they are sending out UTF-8. 
 
The problem I’m facing, is that special characters used in the LastName (Achternaam in Dutch) are changed beyond recognition. The following is part of the log fileprintout.
 
<saml:Attribute NameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:basic" Name="Achternaam"><saml:AttributeValue xsi:type="xs:string" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance">Laméris</saml:AttributeValue>
The name received by Shibboleth = Laméris. However it should be Laméris. So somehow along the way the special character ‘é’ is transformed into  ‘é’
 
My question, where can I adjust either IIS 7.5 or Shibboleth such that the special characters are used as is.
