(Slightly) different assertions generated for WEB and ACTIVE clients

Unless I'm missing something saml2:AuthnContextClassRef is set to
PasswordProtectedTransport in both cases, not sure why you highlighted
that.
If that (plus the XSI ns decl plus the SPNameQuailfier) is all then I
suppose the difference is not in the assertion.
