Handling 'dynamic' parameter in ACS url

Is the patch in 2.4 on account of the number of requests having this issue? Am I wrong in my understanding that the spec doesn't accommodate this?

If you wanted to enable the option to bypass that check globally, it isn't a terribly invasive patch, just a couple of lines of code. Most of the code changes are to make it a per-RP option and that would be a little more invasive to apply to a local copy.
