Question about Testshib

The logs are telling you what you need to do...

Testshib has no idea how to get to "localhost" on your end.

Of the three metadata files you have submitted they all have ACS
references of localhost.

Please take a look at your config and your metadata again. The ACS
endpoints (and service) need to be reachable for things to work out
correctly.
