If by application you mean client, yes. Except that the application
shouldn't know anything about it, it should be handled by the HTTP library
layer or a wrapper.

I'm not redoing the profile, no. There is substantial use made of the SOAP
header mechanism and I'm not reinventing that. Even if I did, it would
still be XML, and the real complaint is XML, not SOAP.

You can direct any follow up to saml-dev, it's an OASIS profile, not a
Shibboleth one.
