Shibboleth SP 2.5.0 Windows installer for Apache 2.4.x - Incomplete installation with Uninstall errors

I ran a number of tests and can't reproduce anything you described.

I used the version you specified, with SP2 and all updates applied.

I tried from an unprivileged account and it wouldn't start the installer
at all, so I switched back to Administrator.

I left IIS off, first, and successfully installed and uninstalled it. All
files were present and working.

I installed IIS and then left the box unchecked during installation to
ignore IIS, and it installed and uninstalled again, no problems.

Whatever's different in your situation is probably related to the message
about not being able to get access to the Scripting.FileSystemObject. I
would suggest filing a bug, it's at least an error handling issue in the
installer.
