Identity provider on Tomcat 7

Right, to be clear, the IdP is a standards compliant Java web
application, as such it can run in any standards-compliant container.
However, most containers do not have any support for delegating
evaluating of the client certificate used by the SP when performing
back channel communication. We wrote some plugins for various
versions of Jetty and Tomcat to support this. This is no such plugin
for Tomcat 7 and so it is not a container that we recommend (we don't
recommend Tomcat in general any more).
