eduPersonTargetedId question

I have an iDp attempting to pass eduPersonTargetedId to me but it's not passing (as seen on the /Session page).

In my attribute-map.xml I have the following default definition for it:

    <Attribute name="urn:mace:dir:attribute-def:eduPersonTargetedID" id="targeted-id">
        <AttributeDecoder xsi:type="ScopedAttributeDecoder"/>
    </Attribute>

The iDp sent me the log for their assertion and it has it defined as this:

<Attribute xmlns="urn:oasis:names:tc:SAML:1.0:assertion" xmlns:xsd="http://www.w3.org/2001/XMLSchema" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" AttributeName="urn:mace:dir:attribute-def:eduPersonTargetedID" AttributeNamespace="urn:mace:shibboleth:1.0:attributeNamespace:uri">                                <AttributeValue>PpMZFFGmv7OuAOEYjh/Doi5iQhE</AttributeValue>
</Attribute>

What am I doing wrong that prevents this from passing?
