Base64 encoded attribute question

Is it common for any Idps to base64 encode an attribute's value?

Would it be true for any of these system attributes that I get like these?

CONTENT_LENGTH
CACHE_CONTROL
SHIB_SESSION_ID
SHIB_IDENTITY_PROVIDER
SHIB_AUTHNCONTEXT_CLASS
SHIB_APPLICATION_ID

SHIBSPOOFCHECK
CONTENT_LENGTH
