Apache environment variable to point to shibboleth2.xml in different location based on Host

Thanks, Scott.

We've considered a number of possibilities, but have generally decided
against any stickiness after a period this spring where we tested
stickiness and found decreased overall app performance. So we are gunshy to
try any stickiness.

For now we are going to split up shibd services by web fleet, and circle
back on a "real" LB solution later.
