In federation-land there are quite a few of those, e.g. the
code for the Austrialian Access Federation's registry

Maybe also PEER https://github.com/Yaco-Sistemas/peer/ could be used
for that.
For me (and the team I used to work with at the Univ.) using a version
control system together with automatically reloaded metadata providers
in the IdP(s) was sufficient (and you can always go crazy with pre
and post commit hooks for making sure only valid metadata is being
checked in).
But then we don't have 600+ campus SPs like some institutions do...
