TestShib Cutover -- Again

Users of TestShib everywhere,

We're going to be moving TestShib back to the new server at 0:00Z on  
Thursday(e.g. a bit less than 3 hours from now, sorry for the short  
notice) via a DNS change.

This edition of TestShib will no longer include the registration  
applet; instead, there's a metadata file upload facility.  I hope this  
will be vastly more stable and somewhat more usable.  I'll be  
investigating PEER to see whether that can be a longer term solution.

I've tested things, but not all at the scale and diversity that  
TestShib experiences.  I anticipate bugs today and bugs in the near  
future and request your patience ahead of time.

Feedback, problems, and bug reports can be sent to the users' list or  
to me.
