First Response Dispatched by mod_shib Before Metadata Reloading Completes?

This was doctored in an attempt to disguise the misuse of  
idp.training.incommon.org.  I failed to doctor all the other  
occurrences, making this inaccurate and comically useless.  The same  
entityID, IdP, endpoint, etc. were used in each of these attempts.

Been a long weekend...
