Target parameter when invoking Shibv2 IdP Unsolicited SSO

In SAML2/Shib2, I know that when the SP includes a RelayState in a request, the IdP passes it back in the response "as is", it's just an opaque string as far as the IdP is concerned. Is the same true when passing the parameter "target" to the IdP Unsolicited SSO endpoint? The IdP doesn't care what the value is, considers it an opaque string, and passes it to the SP as RelayState?
