Those really aren't the options that affect sessions, those are about
history, and by logins honestly I don't know what they mean. Makes no
sense.

Change the restore tabs and windows option and that gets rid of them.
That's always been the primary feature involved. I think if they changed
something it's a precedence issue between that feature and the one you
were using.
If there was any confusion about this, my apologies, but the feature at
issue has always been the one right up top on the General tab. That's
pretty much the whole deal.
