SSL handshake problems with xmlsectool

Just to confirm, as we all suspected, re-enabling TLSv1 on Apache made xmlsectool happy again.

Of course, the IDP suffers from the same confusion. There's no hugely compelling reason to distribute my metadata over an https channel, of course, and thus I can probably work around this.
