I was sure it did that.  I'll need to check that.

I wouldn't do this from the GUI, but we could reasonably simply add a command line option something like:

msbuild /i ShibMsiFile.msi DO_NOT_WAIT_SHIBD=TRUE 

Could you enter a JIRA case so that this doesn't get lost?  Thanks
