I can answer questions about how applications integrate with the SP, but
assuming you've read the documentation on that, I can't really answer the
remaining question.

They use APIs applications have to code against and I deliberately don't
as an integration strategy. You would essentially have to provide
implementations of the necessary APIs that relied on the integration
points of the SP to get the data, I think. Otherwise it probably isn't
clear what you mean by "WIF application". I think that probably means
"uses the WIF APIs", thus the above.

As Nate said, what they would expect is that you would use their SAML 2.0
code in WIF, limitations and all. I'd be happy to assist anybody trying to
develop plugins that made integration via WIF and the SP work, being that
anything that lessens use of their SAML implementation is a net positive
for the community.
