How to manually reload Metadata for SP

It always starts by grabbing a fresh copy. If it didn't, then either the
cache information indicated it hadn't changed, or the remote copy was not
available or invalid.

There is no explicit signal to reload after it's running, that's
time-based. A full config reload via touch will work also.
