FYI I had the same issue.
So I stack apache to have a dirty workaround:
- The browser connect to virtual host on port 443
- This virtual host forward request to a virtual host in local on port
10000 for instance (not accessible from outside). This virtual host is also
responsible for adding the P3P headers
- The virtual host on port 10000 forward request as a reverse-proxy to a
backend server + protection by Shibboleth SP
