The other two networks I've seen with this are the AOL dial-up elephant.
You'll always see those addresses change on every request and every image
and js file.
The other one we've had issues with in the US is the US Cellular network.
They flip addresses on almost every request as well. This is while staying
on their network, not flipping to wifi.
