I wouldn't really advise not using a backing file with a remote metadata
source.

If that's true, then it would be working, so something is being overlooked.

There's no such thing, so maybe that's the root of the problem. An
entityID identifies an entity, there's no notion of "federation" in the
software so nothing that could be used to identify one.
