I can't be 100% sure, as it doesn't decode to even show me their request, but their configuration has options for Redirect or Post, and I changed it from Redirect to Post and then set the destination to the other location. If I could get past the decode error, I might be able to see more information on what's happening after that...

You changed their *requests* to POST (and not even that, all you did was
change the location of delivery, it's still using redirect). That's not
the issue, it's the responses coming back to that SP.
