PHP does not see environmental variables pertaining to Shib but Perl does

Try completely closing the browser (or delete all HTTP Cookies for the
host in question or start another browser implementation) and accesss
the PHP script. Are you redirected to your IdP and back (might want to
watch with Firefox's Live HTTP Headers extension enabled)? If not check
