why metadata no longer shows use="signing" or use="encryption"

Hi,

I updated from SP from v2.2 to v2.4.3 and noticed that the metadata now only
shows 
    <md:KeyDescriptor>, in addition to the md: stuff.   I see in my logs
that both the sp-cert.pm and sp-key.pm are loading.   

I saw in v2.2 there was a <md:KeyDescriptor use="signing"> container and a
<md:KeyDescriptor use="encryption" >, although the same X509Certificate was
in both.

Is that correct for v2.4.3.?
