Both, but ECP support is already included in both.

The application would have to support ECP, period. That goes beyond that
one step.

I don't know enough from what you posted to speculate as to whether this
makes any sense at all. But non-web apps should not be using browser
profiles of SAML, and when they do, they tend to break in the ways you
described, so it's certainly possible.
