Hmmm, there I go again...
Yes, Tomcat is unpacking my war file and I've been making changes inside tomcat's webapps/idp tree.
Looks like I should be making my changes in an un-packed warfile, re-packaging it and using install.sh to deploy.
It all looked so simple at first...

Unless you're having the container unpack the war file, which you
shouldn't, those files live in the warfile itself and need to be put into
the installation tree before running the install script to package the war.
They can't be in the Java context if you're getting a 404, so my guess is
your webapps tree isn't relevant here.
