SP hardcoded to c:/opt/shibboleth-sp?

That was it.  What's odd is that installer didn't set the correct path
during install as you suggest it should.  I installed to
E:/opt/shib-sp, yet all the catalog.xml files still had
C:/opt/shibboleth-sp.  Looks like an installer bug.  I don't ever
remember running into the issues on Windows 2003 installs, so perhaps
it is a Windows 2003 R2 64bit issue only.
