SP hardcoded to c:/opt/shibboleth-sp?

For years now we've installed the SP on Windows 2003 and never had
issues.  Now we are installing on Windows 2008 R2 and we can't seem to
get the SP to work b/c it is insisting on looking for XSD's under
c:/opt/shibboleth-sp and I can't find anywhere that references that
path.  Is the SP hardcodeded to this path when running on Windows 2008
R2?
