Custom Login Handler - Level of Effort?

I'll just chime in here that a week of effort would be reasonable for
someone new to Shibboleth. Using one of the existing handlers as a base is
a good way to start. I used the JAAS handler originally and simply
replaced the JAAS call with my web service call. You can quickly get into
needing more and coding more. Having an understanding of Spring helps a
lot.
