possible issue with CDS 1.2.0?

I have also discovered that this problem only happens on the first trip thru the DS.  This DS has 'Always Follow' set for the cookie plugin, so all subsequent requests to apps that would fail on the first trip through, then succeed on subsequent requests where the DS is just following the cookie.
