add a header to response of SAML2 Post

Hi Scot,
in this case, it is a stupid IE cross domain cookie issue with IFrame. I would like to insert header "P3P" to work around the issue from the server side. I know it is not part of SAML. but it seems that Shibboleth somehow ignore the headers added with mod_header.

I don't know what header you're talking about adding, but there are no
requirements in SAML to do much of anything with headers so I don't know
what you think it would do but ignore it.
