shib session id in the cookie is being dropped

I'm sure the project wouldn't still be shipping a default
configuration were it known to be broken on 30-50% of all desktop
browsers[1].
As much as people find fault with IE (and FF, for that matter) you
couldn't just ignore them and expect every single deployment in the
world to adjust the cookie name on their own. Wouldn't make any sense.
