Different IDPs on same Machine

Could someone elaborate on the steps outlined by Ahmed?

I have a similar setup... two IDPs running on the same Tomcat. The problem
is, the login.config of the first IDP is being used by the second IDP. I
can't figure out why the second IDP is ignoring its own login.config.
