Dealing with different sets of users

Generally I've treated this as an App issue. My hunch is that this is what
others will say as well - but I could be wrong? 

Where I've needed to do this I've set up a 'front' (page/script etc)
that would allow end users to choose how to access the service, using a 
crafted shibboleth link and the apps native authn flow.
