Error Message: No profile handler configured for request at path: /SAML2/ECP

I am trying to get ECP to work .

I am trying to configure the IDP to handle this profile , i have seen
that there is a profile handler in the handler.xml configuration file
, however ldp-process log

- No profile handler configured for request at path: /SAML2/ECP


my handler.xml in the IDP has the following lines configured:

<ph:ProfileHandler xsi:type="ph:SAML2ECP"
inboundBinding="urn:oasis:names:tc:SAML:2.0:bindings:SOAP"

outboundBindingEnumeration="urn:oasis:names:tc:SAML:2.0:bindings:SOAP">
        <ph:RequestPath>/SAML2/SOAP/ECP</ph:RequestPath>
    </ph:ProfileHandler>

can anyone tell me what might be the error ?
