Delegation plug-in for the IDP

HI ,

 I have solved this issue ( was a local proxy limit issue ).

 anyhow , I am trying to use mvn to build the package but i keep
getting the following error:

not find artifact

[Help 1]

 When trying to go to this URL
https://shibboleth.net/nexus/content/groups/public - I get http 404
code.

   Any Idea what this might be ?
