Testshib - Could you please restart it

Paul and other users of TestShib,

TestShib has been temporarily rolled back to its old machine and all  
metadata created on the new machine should be present on the old  
machine as well.  This outage should be resolved for now and stability  
should be improved.  We are evaluating immediate options for  
rebuilding this service in a more maintainable fashion.
