That's fine.  Federations are not a requirement for the system to
work.  In fact, as has been noted quite often, the software itself has
no concept of a federation.

Yes, your IdP is going to require a valid metadata document describing their SP.

If they are actually SAML compliant...  about 5 minutes to add the
metadata to the IdP.  If they aren't then there is no way to tell.
