summary page, proposed features for IDP v3 ?

I seem to recall seeing -- at some point -- a page that listed some of 
the important proposed features for Shib IDP v3 ... but, of course, 
given the current state of my memory, I may be imagining this.  ;-) And, 
at this point, I can't seem to find any page with that title or list.

Could someone point me towards such a page, if it exists ?
