CASShib and BEIS

I was going to be working on this with the lumis5 cut over. However, 
that got moved out for a year.

I had a shib/cas installation. It did not work the way that I wanted to. 
What I did was use the sungard cas implantation, then built a separate 
stand alone shibboleth instance.   Instead of using ldap or ad for 
authentication for shibboleth,  I made the shibboleth IDP a cas client 
of my Luminis CAS server.

This keeps SSO for shib/cas/luminis/beis.
