No, it's a bug. Technically the plugin was written incorrectly by not
fulfilling the API required, which is assumed to allow for up to a certain
size data. I didn't write it. When the bug was reported, the API was
adjusted and the plugin has been fixed for the next release.

Using a shared shibd daemon is a reasonable workaround in the meantime.
