Attempting to build xmltooling-1.5.2.tar.gz

So I'm attempting to build https://wiki.shibboleth.net/confluence/display/SHIB2/NativeSPLinuxSourceBuild

I installed libcurl4-openssl-dev and I'm attempting to do the ./configure.

./configure --with-curl=/usr/bin/ --with-log4shib=/usr/local --with-xerces=/usr/local/ --with-openssl=/usr/local/ -C

Running the configure I get this:
checking for xsecsize_t... no
checking whether XML-Security-C has multiple CRL support... yes
checking whether XML-Security-C exposes the signature algorithm URI... yes
checking whether XML-Security-C includes ECC support... yes
checking whether XML-Security-C includes C14N 1.1 support... yes
checking whether XML-Security-C includes debug logging support... yes
checking for curl-config... /usr/bin/curl-config
configure: error: curl-config not found, may need to use --with-curl option

So I attempt to do a "which curl-config"
root at shib-test:~/xml-tooling-c/xmltooling-1.5.2# which curl-config
/usr/bin/curl-config

And as you can see it's there…

Any advice? Thanks!
